Information on HOUSE BILL 1351
Some of this is what we had asked for - clearing up the non id situation -- changing the "may" to "shall" -- it does not however include access to non-id by siblings which is a change we wanted to see.
It is opening records UNLESS A NON DISCLOSURE VETO IS ON FILE by a birthparent - removing the previous 1993 date barrier.

Here is info on the sponsors. Please contact them and ask for the inclusion of access for siblings of adoptees to non id information AND to remove the birthparent non disclosure veto that prevents adult adoptees from obtaining their original birth certificate.
It is important to note that since the 1993 bill went into effect LESS THAN 10 NON DISCLOSURE VETO'S HAVE BEEN FILED for an estimated 350,000 adoptions. Source for this figure is the Washington State Department of Health. Birthparents are not hiding.
