The following is a bill which is under condieration in New Jersey. Please read the information provided and if you need more information there is a link to the bill at the end.

Bill S-2002 would allow adoptees 18 & over access to their OBCs. This bill allows birthparents one year from the time when the bill goes into law, or if the adoptee is under 17, the year between the adoptee's 17th & 18th birthday to file for non-disclosure of their identity on the OBC. However, in order for their request for non-disclosure to be honored, they must submit up to date medical information at the time of the request, then every 10 years until they're 40, and every 5 years after that. Failure to turn in the medical history will result in lifting the non-disclosure, and the state will inform them before non-disclosure is lifted. Birthparents may change their mind at any time and lift their non-disclosure themselves. They may also leave their contact information, family information etc. with the state, which will be passed along to the adoptee if he/she requests an original birth certificate.

New Jersey Obtaining Non-Identifying Information:
Adopted adults, adoptive parents of a minor adoptee, or birth parents can receive non-identifying information through the registry.

Obtaining Identifying Information:
Identifying information is provided through a registry.

Using a Confidential Intermediary:
Confidential intermediary services are provided through the registry.

Using the Adoption Registry:
The following persons may use the registry: adopted adults, adoptive parents of minor adoptee, and birth parents. At the request of an adopted adult, or of a minor adoptee with permission from his or her adoptive parents, the registry will conduct a search for birth relative(s) who have not registered.
